  I think that this would be a better solution, as it does not depend
upon the client laptops paying attention to the DNS provided (mine does
not). 

  There are some significant downsides for some of these services
(mostly having to do with them enforcing right-wing "Christian" values
rather than what they advertise. I.e. you don't be able to visit a site
about STD/AIDS, Breast Cancer, or learn about methods of contraception other
than abstinence), but there is a large number of these services now, 
so I'm sure that the cafe owners can find one that suits their beliefs.
