[ogWiFi] Hotspot Abuse Limiting Measures

Greetings all;

To further the experience and satisfaction of our ogWIFI users and hotspot
providers we have decided to implement a variety of improvements to our
network.

The changes should improve the experience of our current and future hotspot
users as well as protect the hotspots owners. The measures being
instantiated are very reasonable and should satisfy even heavy email,
browser and downloading users. Our goal is to deter abuse of the ogWIFI
Network that will result in a more pleasurable and enjoyable service.

We would like to remind you that if you have a filesharing application, it
should be disabled when you are using the ogWIFI network.

The current values chosen are:

   - Approximately 800 MB bandwidth limit from a single hotspot over 3 day
   period; or
   - Approximately 1 GB bandwidth limit from all OgWiFi hotspots over 3 day
   period

If any of those conditions is satisfied your account will be locked for a
period of up to 3 days.
