For those who can afford to call a computer that bridges the digital
divide junk can afford to buy their own  IMHO.

My 6 year old laptop still does everything the average person needs.
Word processing, spreadsheets, email and web.

Then dial up for each household makes more sense. I would have thought
more stats in determining average load per user and not %100 load all
the time.

NCF.ca is pretty good for giving me what they say based on my class of
line.
