You could take a look into mesh routers to cover the area. Admin is simple,
allowing your to add or remove routers and add or remove users.

MAC filtering gives you no security, only the illusion of security so is not
worth setting up. For user access control you could use a Radius server, but
for only 20 users, you may want to look into just setting up a Chillispot
hotspot through one of the router replacement firmware distributors such as
DD-WRT.
